It looks like an half hearted attempt at getting the power up.
Adding a reg inside the cylinder would either need an adaptor made up where cylinder screws in to or retain existing reg.
Its not the number of threads its the aluminium tube used, have two here now cracked and in date.
Looks like a long quick fill added but dust cap only shown.

If a jobs worth doing, do it right or not at all.
